Thanks for the post in our forum. Based on the error message you got, the reason is that you don't have the correct permission of a delegated mailbox. May I know if you are replying a message in the shared mailbox? Generally, if you don't have any deleted mailboxes or shared mailboxes, you will not see this kind of messages.
If you are replying a message from the shared mailbox, please contact your Office 365 admins remove the permission and re-assign you the permissions so that you can send the messages.
If I misunderstand you and you only have the primary mailbox in the Outlook client, I want to collect the following information for further troubleshooting:
1. May I know the issue happens during which step, replying to a message or create and send a new message?
2. Please create a new message and send it to see if the same issue happens.
3. Please open Outlook in safe mode to see if the same issue happens.
4. Capture a screenshot of the Outlook version number.

I have a client with this exact problem. There is no delegation. He has simply added an Office 365/Exchange online account, and separate outlook.com to his Outlook. In the example below, he created a message in Outlook 2016 using his outlook.com address and sent it to his Office 365/Exchange account. He received this NDR in his Outlook.com. I should also note that when I asked him to forward me the NDR, he received a similar message. I copied and pasted the contents into a message and sent it to myself via other means.

I am glad to help you. Since there is no update from you, I'd like to confirm whether your problem still exists. If no, please kindly share the troubleshooting experience with us.
If your problem persists, based on your description, may I confirm whether your Outlook.com account can send email successfully in related website? If you can send in the website, please check first whether Rick's suggestions work for you.
If the issue still appears after you tried Rick's suggestion, since Outlook may use the autocomplete email address automatically even though you select another email address. I recommend you can also try to clear the autocomplete cache before sending email with outlook.com account. Navigate to File > Options > Mail, under Send messages option, click Empty Auto-Complete List. After clearing operation, type the sender's email address manually via clicking From > Other E-mail Addresses.
In addition, if your Outlook version is not latest, please also try to update it to the latest one for more stable using experience. Navigate to File > Office Account, under Update Options, choose Update Now .
If the issue still persists, please offer me the version of your Outlook client.

I am unable to send or reply in my own primary live.com Outlook mailbox. I do have other mailboxes, but this is my primary and no delegation.
I just tried to send an email to myself using Outlook in safe mode, as you had suggested. Same bad result...

no, my problem wasn't solved, thank you for asking. I've been working around this by writing emails in Outlook, saving the draft, and sending the draft email in OWA. I'm getting pretty tired of this workaround so I am getting ready to detach my primary mailbox from Outlook and then reattach it... nervous about it, though.

I fixed it myself, as follows:
1. Opened Outlook... File … Info … Account Settings … I REMOVED ALL THE EMAIL ACCOUNTS AND DATA FILES OTHER THAN MY PRIMARY EMAIL ACCOUNT.
for some reason, now I was able to send emails from my primary email account... IT FIXED ITSELF.
2. Then I used File … Info … +Add Account … I ADDED MY non-primary email accounts back in.
Now the files are loading back up... presumable everything will be working in all four accounts again.
